In 1918, exhausted but not defeated, Germany decided to capitulate, on the basis of the 14-Point Program of US President Wilson, who had repeatedly proclaimed a Peace without victors or losers.
The precondition for cessation of hostilities was the disarmament of Germany.
Then there was no more talk in a peace without winners or losers ...
Germany was declared responsible for the outbreak of the war and its consequences.
The high reparations imposed on Germany and her allies, the territorial amputations, and the moral responsibility were a humiliation. Every German protest received in response the threat of restarting the war.
The Treaty of Versailles did not solve any of the problems that had led to the war.
Versailles was not peace ... it was just a truce.
