Excerpt from Senates and Upper Chambers: Their Use and Function in the Modern State, With a Chapter on the Reform of the House of Lords The following book had its origin in a series of lectures delivered at different times, at Cambridge and elsewhere, on the subject of Second or Upper Chambers. The views expressed are the results of a study of Continental and Colonial experience in these matters which has extended over some years. Only one lecture and one chapter (v of this book) has been composed with any direct reference to the present crisis. But the manner in which politicians of all parties have sought to apply the lessons of Continental or Colonial experience to the reform of the House of Lords has convinced me that even detailed and academic surveys of the whole subject cannot fail to be of value at the present time.
