The novel is set in Rome during the early 19th century, a time when the city was under the temporal rule of the Pope and was a center of political and social intrigue. Garibaldi uses the novel to critique the political and social conditions of his time, particularly focusing on the influence of the Catholic Church and the struggle for Italian unification. The title "Rule of the Monk" suggests a critique of the power and influence of the clergy in political affairs, as well as a reflection on the broader issues of governance and authority in Rome during that period. Garibaldi, known for his fervent nationalism and advocacy for Italian unity, likely uses the novel as a platform to advocate for secularism and the separation of church and state, concepts that were central to the Italian unification movement.
