A naked body with no dna record is washed up on Joppa Rocks in Edinburgh and despite extensive searches nobody can identify the girl. Assistant Controller at MI6 Richard Hartley sends two of his agents Hugh McFaul and Campbell Anderson to Germany to seek revenge on Elke's killers which results in them entering into the unsavoury world of drug traffickers and white slave traders.
One of the men Elke had been having an illicit afair with was an Afghan called Mohammed Al-Basiri who has entered the UK on the same ship where Elke was murdered. Al-Basiri arranges drug supplies for Scottish dealers but also has a plan to wage a terrorist attack on Edinburgh. The security services in the shape of Police Scotland and MI6 have to use all facilities at their disposal to prevent this happening, but will they succeed?
