Excerpt from Chemical Weapons Convention (Treaty Doc. 103-21): Hearings Before the Committee on Foreign Relations, United States Senate, One Hundred Third Congress, Second Session, March 22, April 13, May 13 and 17, June 9 and 23, 1994 Stopping the proliferation of weapons of mass destruction is at the very top of President Clinton's foreign policy agenda.
