The "new world disorder" is a threatening scene of small-scale wars, humanitarian outrages, collapsed states, and aggressive, non-state belligerents. Canadian political and military leaders, are still struggling to build an armed forces relevant to the international security situation Canada faces today, but are plagued by outmoded policies that make it difficult to develop new ways of thinking about defence policy that can deal effectively in the world we live in.
