The international community has been dealing with Bosnia-Herzegovina since before the war began in 1992 in a conflict-management project that has evolved from inconclusive mediation by the United Nations and regional bodies, to the coercive diplomacy of the United States and NATO, to the comprehensive multinational protectorate that has attempted to shape a functional, democratic state. Bridges to Peace explores the mixed results of efforts to negotiate or impose peace and build a modern state out of the ruins of a multi-ethnic society.
